Every virtual key is rate-capped (per-key RPM) and credit-metered in PKR. Capacity priority runs defence › paid › free — no uncapped keys.

A live 35B model (qwen36-35b-a3b, 128K context) on Huawei Ascend NPUs — independent of export-controlled US silicon.
